Al-Qaida suspected in decapitation of 3 Yemeni men

(AP) ? Yemeni security officials say three decapitated bodies have been found dumped in an open-air market in the eastern province of Marib.

The officials say they suspect al-Qaida militants are behind the gruesome killing of the three men. Next to the bodies, police found CD's linking al-Qaida to the murders. They gave no details.

The security officials spoke on condition of anonymity in line with police regulations.

Local media reported Tuesday that the CD's showed the men confessing to being informants for the Yemeni government against al-Qaida, placing tracking devices on cars that became targets of U.S. drone strikes.

Al-Qaida is active in the impoverished nation on the southern tip of the Arabian Peninsula. The group has been blamed for several attempted attacks in the United States.

PC shipments fall, 1 firm says Lenovo overtakes HP

(AP) ? Worldwide shipments of PCs fell sharply in the third quarter, as some consumers spent their electronics dollars on smartphones and tablets and others held off for a new version of Windows.

One research firm also estimated Wednesday that Chinese PC maker Lenovo Group Ltd. outsold Hewlett-Packard Co. for the first time to become the world's largest seller of PCs.

Gartner said global PC shipments fell 8.3 percent to 87.5 million, while IDC said the decline was 8.6 percent to 87.8 million. Their reports came hours after a third research firm, IHS iSuppli, projected that PC shipments are bound for their first annual decline in 11 years.

PC makers began the year with hope that a new wave of lightweight laptops called ultrabooks would provide a sales lift. But ultrabooks haven't been compelling enough to overcome the growing popularity of smartphones and tablet computers. Those mobile devices are reducing the need for consumers and businesses to buy new PCs or replace older ones.

Gartner and IDC agreed that Lenovo was the only one of the top four PC makers that saw an increase in shipments, thanks to low prices. Lenovo vaulted onto the international scene when it bought IBM Corp.'s PC division in 2005. It's been the No. 2 PC maker in the world for a few years, behind Hewlett-Packard Co.

According to Gartner, Lenovo saw worldwide shipments grow 9.8 percent to 13.8 million in the third quarter, giving it a market share of 15.7 percent. HP's shipments fell 16 percent from last year to 13.6 million, for a share of 15.5 percent.

IDC had HP on top with 13.9 million and a share of 15.9 percent, with Lenovo close behind at 13.8 million, or 15.7 percent.

HP, which has its headquarters in Palo Alto, Calif., issued a statement saying that some reports "don't measure the market in its entirety. The IDC analysis includes the very important workstation segment and therefore is more comprehensive. In that IDC report, HP occupies the No. 1 position in PCs."

Both reports are based on estimates. Companies will start releasing their numbers over the next few weeks as part of quarterly earnings reports.

Dell Inc. of Round Rock, Texas, and Acer Group of Taiwan are No. 3 and 4 in both reports. AsusTek Computer Inc., also of Taiwan, is fifth.

In the U.S., both had HP as the top PC maker, followed by Dell, Apple Inc., Lenovo and Acer.

As the year winds down, the PC industry is now counting on an upcoming makeover of the Windows operating system to revive interest in desktop and laptop machines.

Windows 8 has been redesigned by Microsoft Corp. so it can power hybrid PCs that can be controlled by touching a display screen or relying on a keyboard and computer mouse. The revamped operating system also works on tablet computers, including one that is being made by Microsoft. If tablets running on Windows catch on, they threaten to siphon even more sales from PCs.

Machines running on Windows 8 are scheduled to go on sale Oct. 26 from Lenovo, HP, Dell, Samsung Electronics Co. and others.

Even with Windows 8, IHS predicts a 1 percent decrease in PC shipments this year to nearly 349 million. Although small, the anticipated decline would be the first time annual PC sales haven't grown since 2001.

Your child shows up for middle school, but what about his classmates?

ScienceDaily (Oct. 9, 2012) ? How often do your child's classmates go to school? Whether fellow students show up for class matters more than you think, especially if your son or daughter is in middle school, according to Robert Balfanz, a research professor at The Johns Hopkins University School of Education.

While it's natural for parents to focus their attention solely on their own child's attendance, Balfanz said it is also critically important that they start paying attention to what he calls the chronic absentee rate: the percentage of children who miss a month or more of the school year, as detailed in his recent report, The Importance of Being in School: A Report on Absenteeism in the Nation's Public Schools.

Why does having a full classroom matter? Empty desks mean that teachers will either re-teach old material when chronically absent children return to school, which will slow the pace of every child in the room, or they will move ahead to new material anyway, often leading to behavioral problems as the children who have missed many days of school fall further behind their peers and disrupt the rest of the class, Balfanz said.

Monitoring chronic absenteeism is especially critical to ensuring every child's success in middle school and beyond, Balfanz said.

"It's during the middle grades that pathways to adult outcomes start taking shape," Balfanz said. "Students can either be launched toward college success or dropping out. Our research finds, for example, that students who miss a month or more of school in the sixth grade -- that's just two days a month -- are much more likely to drop out than graduate when they live in high-poverty environments."

The average daily attendance at each school as required by states and the federal government doesn't set the bar high enough in terms of the accountability that is needed to improve our schools, Balfanz said. A school could have a high percentage of students showing up every day and still have a significant number of children who are routinely absent. That's why Balfanz advocates that school districts look at absenteeism at the individual-student level in addition to the current system.

Today only Georgia, Florida, Maryland, Nebraska, Oregon and Rhode Island count their chronically absent children, and they all do it differently. This limited data leaves researchers like Balfanz to guess just how bad the problem of chronic absenteeism in American schools may be. Those six states report chronic absentee rates anywhere from 6 percent to 23 percent. By that count, it's not a huge leap to estimate that the national rate of chronic absenteeism hovers somewhere around 10 percent and that it could be as high as 15 percent. That would mean 5 million to 7.5 million children miss 20 or more days of school a year, Balfanz said.

"Chronic absenteeism is like bacteria in a hospital, Balfanz said. "It's a largely unseen force, because we do not currently measure it. Yet it creates havoc with our efforts to successfully educate and prepare all students for college and career."

In this new school year, Balfanz suggests parents keep in mind:

  • What happens in sixth grade doesn't stay in sixth grade. Success or failure during the middle school years will have a huge impact on the trajectory of a child's life, so it's no time to coast.
  • Make sure your middle schooler gets to school regularly. Doing well hinges on showing up to learn, and chronic attendance rates tend to worsen in middle school and continue rising through high school.
  • Make sure your child's classmates are also going to school: If your school does not track chronic absenteeism, encourage administrators to start tracking it, publish the data to the school community and make an effort to bring back their chronically absent students.
